Where a claim disagrees with the measurement
A flag is opened by the detector, not by a person, whenever a server's numbers fail a check — the count reported from inside the server running above what we sight from outside, a claim far above the measured population, or a population too flat to be real. The server is never delisted; the evidence is attached and the reader draws the conclusion.
